The Tendering and Estimation Engineer is responsible for preparing competitive and technically compliant bids for roads and infrastructure projects, including highways, drainage networks, utilities, earthworks, and civil infrastructure. This role involves reviewing tender documents, performing quantity take-offs, estimating costs, and coordinating with internal departments and suppliers to ensure accurate and timely submission of tenders.
Responsibilities
Tender Analysis & Bid Preparation:
Analyze tender documents (BOQs, drawings, specifications, conditions of contract).
Prepare tender queries and clarifications as needed.
Attend pre-bid meetings and site visits to assess site conditions.
Ensure complete understanding of scope, risks, and obligations.
Quantity Take-Offs & Cost Estimation:
Perform detailed quantity take-offs.
Develop direct and indirect cost estimates.
Build pricing models using estimation tools.
Pricing & Commercial Evaluation:
Coordinate with Procurement for vendor quotations.
Analyze and compare quotations.
Suggest value engineering options.
Prepare budgets and cash flows.
Coordination & Communication:
Liaise with internal departments.
Assist in preparing technical proposals and method statements.
Documentation & Submission:
Prepare financial and commercial submission documents.
Ensure compliance with formats and deadlines.
Maintain tender logs and cost databases.
Post-Tender Support:
Support during clarifications and negotiations.
Handover awarded projects to execution team.
Required Qualifications & Skills:
Bachelor’s Degree in Civil Engineering or equivalent.
10–12 years of experience in roads/infrastructure estimation.
Experience in design software (civil 3D, or other) and estimation software.
Knowledge of construction methods and market pricing.
Proficiency in MS Excel, AutoCAD, and estimation software (e.g., Candy, CCS).
Strong analytical, communication, and organizational skills.
Ability to work under pressure and meet deadlines.
