Job Description

A leading construction company is seeking an experienced Senior Cost Control Engineer to oversee cost control activities across major building and construction projects.

The successful candidate will establish and monitor project budgets, track expenditures and commitments, analyze cost performance, and prepare reliable forecasts. Working closely with project management, engineering, procurement, commercial, and finance teams, the role will identify financial risks and recommend corrective actions to keep projects within approved budgets.

Key Responsibilities

  • Develop, review, and maintain project cost baselines, budgets, and cost coding structures.
  • Monitor procurement and subcontract commitments, actual costs, and accruals against approved budgets.
  • Prepare cost-to-complete (CTC) forecasts and estimates at completion (EAC), incorporating project progress, outstanding commitments, and anticipated risks.
  • Analyze budget variances, investigate cost overruns, and recommend corrective actions.
  • Apply Earned Value Management (EVM) techniques to assess cost and schedule performance.
  • Prepare periodic cost reports, management dashboards, cash flow forecasts, and financial performance summaries.
  • Monitor labor, equipment, and material productivity, highlighting deviations from planned allowances.
  • Review BOQs, purchase orders, subcontractor payment applications, and procurement commitments for alignment with project budgets.

  • Assess the cost impact of variations, scope changes, and potential claims, maintaining updated change registers.
  • Coordinate with planning and project teams to align cost forecasts with schedules and physical progress.
  • Reconcile project cost records with finance and ensure accurate allocation of expenditures and accruals.
  • Support project reviews by presenting cost trends, forecast assumptions, risks, and opportunities for savings.
  • Contribute to project closeout reporting and lessons learned to improve future budgeting and cost control.

Requirements

  • Bachelor’s degree in Engineering.
  • Minimum 10 years of relevant cost control experience, with strong exposure to major building and construction projects.
  • Strong knowledge of budgeting, cost coding, commitments, actual costs, and accruals.
  • Proven experience in EVM, cash flow forecasting, CTC, and EAC.
  • Experience preparing cost reports, variance analyses, productivity reports, and cost-to-complete forecasts.
  • Good understanding of BOQs, subcontractor payments, procurement commitments, and change management.
  • Advanced proficiency in Microsoft Excel; experience with Power BI and ERP systems is an advantage.
  • Ability to interpret project financial data and translate findings into practical recommendations.
  • Strong analytical, organizational, communication, and coordination skills.
  • High attention to detail and the ability to manage reporting deadlines across complex projects.
  • Previous experience in KSA is preferred.
