The Technical Proposal Engineer (MEP) is responsible for supporting the Estimation and Management teams in preparing comprehensive and competitive technical proposals for MEP tenders, ensuring alignment with project specifications, client requirements, and KSA standards. This role plays a critical part in tendering, preconstruction planning, and technical compliance through detailed proposal development, methodology preparation, and coordination with internal stakeholders.
Key Responsibilities
Prepare detailed technical proposal write-ups for MEP tenders
Develop construction methodologies and project execution plans
Conduct constructability reviews to ensure feasibility and efficiency
Review drawings, specifications, and BOQs to identify risks and gaps
Prepare technical clarifications, qualifications, and compliance documents
Support value engineering initiatives and propose cost-effective solutions
Assist in risk identification and mitigation strategies during tender stage
Coordinate with estimation teams, management, and other stakeholders
Ensure full compliance with KSA codes and standards (SBC, SEC, IEC, HCIS)
Contribute to timely and high-quality tender submissions
Qualifications and Skills:
Bachelor’s degree in Engineering (Mechanical, Electrical, or related field)
Minimum 6 years of experience, with at least 5 years in KSA MEP projects
Minimum 5 years of experience in tendering, preconstruction, or estimation technical support
Contractor-side experience is mandatory
Experience in large-scale building or commercial projects
Strong understanding of MEP systems and KSA regulations and standards
Ability to review technical documents and identify risks and opportunities
Strong coordination and communication skills
