The Estimation Manager is responsible for leading and overseeing the entire estimation and tendering function for civil, structural, architectural, and fit-out works, from initial enquiry through to tender submission. The role ensures the preparation of accurate cost projections and competitive tenders aligned with company strategy. The Estimation Manager drives tendering strategy, manages the estimation department, and plays a key role in commercial decision-making to maximize win rates and project profitability.
Key Responsibilities
Lead and manage the end-to-end tendering process, ensuring timely and high-quality submissions across multiple projects.
Define and drive tendering strategies, bid positioning, and pricing approaches to maximize competitiveness and win rates.
Oversee and validate the preparation of comprehensive cost estimates, ensuring accuracy, completeness, and alignment with market conditions.
Review and approve all structural, architectural, and ID tender documents, estimates, and submissions.
Lead, mentor, and develop the estimation team, including senior estimators, estimators, and quantity surveyors.
Manage department workload and resource allocation across multiple tenders and deadlines.
Oversee supplier and subcontractor engagement strategies, ensuring competitive pricing and strong market relationships.
Lead high-level commercial discussions and negotiations with key suppliers, subcontractors, and clients when required.
Ensure alignment between estimation, commercial, and project execution teams.
Drive value engineering initiatives and cost optimization strategies across all tenders.
Identify key project risks, define mitigation strategies, and support senior management in strategic decision-making.
Review and approve all post-tender clarifications and commercial submissions
Establish and maintain a robust database of unit rates, labor costs, material pricing, and productivity benchmarks.
Oversee post-tender handovers to project teams, ensuring full clarity on cost breakdowns, assumptions, and risks.
Report to senior management on tender performance, risks, opportunities, and win ratios.
Lead post-project reviews to evaluate estimation accuracy and continuously improve departmental performance.
Qualifications and Skills:
Master’s Degree in Civil Engineering.
20+ years of professional experience, including at least 7 years in managerial roles (Head of Estimation / Estimation Manager).
Extensive experience in mega construction projects across the GCC and Africa.
Strong knowledge of construction methods, materials, finishes, and fit-out works.
Proficiency in estimation and quantity take-off software (such as AutoCAD, MS Excel, Candy, or similar).
Strong expertise in unit rates, productivity norms, and market pricing.
Proven track record in tender strategy, commercial management, and value engineering.
Excellent leadership, communication, negotiation, and decision-making skills.
Strong analytical and problem-solving abilities.
Ability to manage multiple large-scale tenders and teams simultaneously.
High attention to detail and ability to work under pressure to meet critical deadlines.
