The Lead Civil Engineer is responsible for leading the preparation, coordination, and review of cost estimates, quantity take-offs, and technical evaluations for civil, structural, architectural & fit-out works in construction projects. The role ensures that all estimates are accurate, competitive, and aligned with project specifications and company objectives. The position requires strong technical knowledge in structure and construction, analytical ability, and leadership skills to guide the estimation team and support management in tendering and decision-making processes.
Key Responsibilities
Lead the preparation of Tender Overview Summary for received new Tender.
Lead the end-to-end tendering process, ensuring timely and high-quality submissions.
Lead the preparation of detailed cost estimates and quantity take-offs for civil, structural, architectural & fit-out works across various construction projects.
Review and interpret Tender Drawings, Specifications and Reports to produce complete and compliant estimates.
Analyze project requirements, identify risks or discrepancies, prepare and issue clarification requests as needed.
Coordinate with procurement and with technical departments and with MEP estimation teams to ensure consistency and integration of all project components.
Lead and monitor junior estimators and quantity surveyors, ensuring adherence to estimation standards and best practices.
Lead the estimator team in preparing the packages, sending inquiries to suppliers/subcontractors and replying to all queries received from suppliers/subcontractors.
Coordinate and/or conduct workshop meetings with suppliers/subcontractors when needed, to obtain competitive pricing for materials and services.
Obtain, review, and evaluate suppliers/subcontractors’ quotations for accuracy and compliance.
Apply comprehensive knowledge of manpower requirements across all elements to develop accurate labor pricing based on productivity benchmarks and current market conditions.
Develop and Manage General Requirements Pricing, Identify, quantify, and price all indirect costs such as: Site supervision and management staff, Temporary facilities and utilities, Mobilization and demobilization, HSE provisions, Testing and commissioning, etc.
Analyze project schedule and duration to determine appropriate staffing and resource allocation for General Requirements.
Coordinate with Site Operation teams to validate assumptions for manpower, equipment, and duration-based costs.
Prepare tender summaries and cost reports for management review and approval.
Conduct detailed cost analysis and value engineering and alternative solutions to optimize project budgets without compromising quality.

Identify potential project risks, propose mitigation measures, and support decision-making during the bidding process.
Support the preparation of Post-Tender Clarifications for civil, structure, architectural and fit-out divisions, for Client submissions.
Develop and maintain a reliable network of suppliers and subcontractors for various trades.
Participate in project handover meetings to ensure proper transfer of estimation data to project construction teams.
Participate in post-project reviews to compare estimated vs. actual costs for continuous improvement.
Qualifications and Skills:
Master’s Degree in Civil Engineering.
12–16 years of experience in construction works, cost estimation and tendering.
Strong technical knowledge of civil, structural, and architectural works, including reinforced concrete, steel structures, and finishing activities.
Proficiency in estimation and quantity take-off software (such as AutoCAD, MS Excel, Candy).
Strong knowledge of unit rates, productivity norms, and local market pricing for materials and labor.
Experience in preparing value engineering proposals and cost optimization solutions.
Excellent analytical, numerical, and problem-solving abilities.
Strong communication, negotiation, and leadership skills.
Ability to manage multiple projects and tight deadlines.
