The Civil Estimation Department Manager will be responsible for leading and managing the estimation and tendering function, ensuring the preparation of accurate, competitive, and commercially viable cost estimates for civil, infrastructure, building, and industrial projects. He will oversee tender reviews, quantity take-offs, pricing strategies, subcontractor and supplier quotations, value engineering, risk assessment, and final bid submissions while ensuring alignment with project specifications and client requirements. He will work closely with senior management, engineering, procurement, commercial, and operations teams to strengthen bidding strategies, optimize project costs, and improve the company’s competitiveness within the Saudi construction market.
Key Responsibilities
Lead and manage the Civil Estimation & Tendering Department, ensuring accurate, competitive, and timely submissions.
Review tender documents, drawings, specifications, BOQs, and contractual requirements.
Prepare and oversee detailed cost estimates for civil, infrastructure, building, and industrial projects.
Develop pricing strategies based on Saudi market rates, labor, materials, equipment, subcontractors, and project risks.
Coordinate with engineering, procurement, planning, commercial, and operations teams during the tendering process.
Manage RFQs and evaluate quotations from suppliers and subcontractors.
Conduct value engineering and identify cost-saving opportunities while maintaining project specifications and quality standards.
Review tender risks, assumptions, exclusions, and commercial considerations before final submission.
Lead tender clarification meetings, negotiations, and presentations when required.
Maintain and continuously update the company's cost database, benchmarks, and market intelligence.
Monitor departmental performance and mentor the estimation team.
Support senior management in bid/no-bid decisions and overall tendering strategy.
Requirements
Bachelor’s degree in Civil Engineering or a related discipline.
12–16 years of experience in construction estimation and tendering.
Minimum 5 years of experience in a managerial or department leadership position.
Strong previous experience working in Saudi Arabia, with excellent knowledge of local construction costs, suppliers, subcontractors, and market rates.
Proven experience with EPC contractors and/or major main contracting companies.
Strong estimating background across civil, infrastructure, building, and/or industrial projects.
Proven ability to manage large-scale and complex tenders from initial review through final submission.
Experience dealing with major Saudi clients such as NEOM, Diriyah, RCRC, Qiddiya, Royal Commission, MOT, or MOD is highly preferred.
Strong knowledge of BOQs, quantity take-offs, cost analysis, tender documentation, and contractual requirements.
Excellent leadership, negotiation, analytical, and decision-making skills.
Strong communication skills and ability to coordinate with multidisciplinary teams.
Proficiency in relevant estimating and MS Office software; experience with ERP/tendering systems is an advantage.
